E-commerce in developing countries

As we all know e-commerce in developing countries are in it's early stages. But, the signs are encouraging. Case studies that has been published before three years were optimistic about the future of information age in developing countries. That optimism seems to be faded away in last two years. Countries like India have grown exponentially in utilising the new information age while other African countries are still lagging behind. There are some encouraging trends and you can find this on World summit on information technology

Why Africans have lagged behind in this area ? Is this trend going to remain ? Is there anything that we can do to kick start ? What are the constraints ?
